don't expect suggest

I always took Numb to be a sarcastic song, like, "here is what society says we
should be like. and it makes me numb."
so with that in mind, i always perceived the phrase "don't expect, suggest" to
be coming from a dull narrow minded person, who didn't have any hope in the
human race. to me the phrase means don't set high standards for yourself and
other people, they will never attain to it unless you prod them.
i may be wrong, but i think U2 have faith in the human race and want to be
able to expect good from people without having to tell them what good is.
but then again we are all human beings and we are not perfect and the world
would not turn if we only expected and never suggested. so its kinda a
perfect world statement, i think.
