One more take on the lyric (besides the ones already mentioned).

I always felt the song was about "RELATIONSHIP"
(one person's response to a loved-one/spouse; one's response to the
world; and all dynamics in between)

To make a relationship "WORK," it's gotta be a cooperation.
Not autocracy.
Not dictatorship.

You cannot assume (i.e. we're going to do this first, and then this,
and then we'll do this). You cannot expect.

And "Suggesting" is better than just asking.
Suggesting implies that there is a path to take (together).

And the chances of rejection (or an outright negative response) from a
suggestion are less likely than a rejection to a question. (Why?)

(b/c a QUESTION can be a yes/no response....but a rejection of a
Suggestion requires an explanation....

...and it is in the EXPLORATION of explanations, in the dialogue of
asking "WHY?" to another's response, that we learn the REAL REASONS for
the responses we receive. And from this dialogue, we can understand and
grow...grow together or grow apart....).

And from Suggesting, there becomes mutual purpose.

[PS- I leave myself open for obvious "suggestions"--ranging from
self-intercourse to sticking things in places sans-sunshine --
oh well, let the WIT begin. Afterall, a setup is a setup]
