It could be both. In order to get rid of that 2 second gap, the CD Writer
must support the write mode "Disc At Once". Some of the earlier
CD Writers couldn't do that, but nowadays each Writer should be
capable of doing so.
Also, the software you're using must support "Disc At Once" writing.
Good writing software are WinOnCD and Nero. The best for
straight off _copying_ a whole CD (ROM or Audio) is DAO
(www.goldenhawk.com). This will grab all stuff sector-wise and
you'll have an EXACT copy of the CD.
If you want to purchase a Writer in the future, make sure to
grab an SCSI model (you'll need a controller [$50] for that, but
only for the CD-R, IDE Hard Drives will do). Also, if you have
some extra bucks to spare, go for a CD-RW model which
can handle so-called ReWritable CDs which are CD-Rs
that can be deleted and recorded newly.
Yamaha produces very good models, I can recommend
the CDRW-4260.
